You can enable the breaking news slider by following steps:

• Go to Appearance>Customize

• Now, go to Header Settings>Breaking News Slider Settings
• Enter the Breaking News Title on the given text-box
• Select the Breaking News Category from the drop-down box
• Select the Breaking News Slider Width either container or full-width
• Click on Publish
